EU MiCA Deadline Forces Unlicensed Crypto Exchanges to Exit
The EU's MiCA transition ends July 1, requiring crypto firms to obtain authorization or stop serving EU clients, with millions of users potentially affected.

Quick Summary
Over 60% of European crypto users are actively using platforms with no MiCA authorization as the July 1 deadline approaches.
Major exchanges including Binance remain unlicensed in the EU, with applications still pending before national regulators.
The European Union's landmark crypto regulation, known as Markets in Crypto-Assets (MiCA), is set to reach a pivotal enforcement milestone on July 1, 2026, when its full transitional period concludes. Crypto asset service providers (CASPs) operating across EU member states without formal authorization will face immediate legal exposure, compulsory client offboarding, and potential financial penalties.
Millions of European Crypto Users at Risk
The scale of disruption could be substantial. Analysis shared with Cointelegraph by OKX Europe reveals that of 18.5 million crypto application downloads in Europe between May 2025 and May 2026, approximately 7.6 million, representing 41 percent, were attributed to exchanges that do not appear on the independent register of MiCA-authorized providers compiled by the European Securities and Markets Authority (ESMA) and national regulators.
OKX Europe CEO Erald Ghoos noted that app download figures understate actual exposure, since users who access platforms via web browsers or who installed applications earlier remain active. The company estimates that approximately 60 percent of European crypto users are actively engaging with platforms holding no MiCA authorization, including some of the world's largest exchanges by trading volume.
Key Exchanges Still Awaiting Approval
Several major exchanges remain in the regulatory queue. Bitget applied for a MiCA license in Austria in 2025 and told Cointelegraph it anticipates authorization in the second quarter of 2026, adding that it will not offer services in the European Economic Area until approval is granted. Binance applied for a MiCA license in Greece through the Hellenic Capital Market Commission in January and is not currently listed among authorized EU providers. The company did not respond to a request for comment.
Legal experts have been unambiguous about the consequences. Niall Esler, head of the regulatory and risk advisory practice at law firm Walkers, told Cointelegraph that companies still serving EU clients without authorization after the transition period ends will be operating unlawfully. He cautioned that firms should not expect to continue business as usual simply because they have submitted applications.
National Regulators Move to Enforce Compliance
Member states are aligning enforcement timelines with the EU deadline. Germany's financial regulator, BaFin, confirmed to Cointelegraph that crypto asset service providers previously operating under national exemptions must obtain authorization by June 30. The regulator indicated it may apply enforcement measures where possible and appropriate, with some applications still under active review.
Austria took a stricter approach, declining to extend grandfathering provisions under its pre-MiCA regime, which expired on December 31, 2025. The Austrian Financial Market Authority (FMA) confirmed that nine CASPs have been licensed so far, while describing incoming MiCA application volume as significant.
Under MiCA, member states are required to grant national authorities the power to order an immediate halt to services, compel client offboarding, publicly name non-compliant firms, and impose administrative fines for unauthorized activity. The regulation marks one of the most sweeping crypto compliance frameworks introduced globally and is expected to reshape the landscape of digital asset trading in the EU.
