Quick Summary
Morgan Stanley files for a national trust bank charter focused on crypto.
The charter would enable custody, trading, and staking services.
Morgan Stanley has filed an application with the U.S. Office of the Comptroller of the Currency (OCC) to establish a de novo national trust bank charter that would enable the Wall Street financial giant to custody digital assets, support trading, and facilitate staking services for its investment clients. The proposed entity, named Morgan Stanley Digital Trust, National Association, represents a significant step in the bank’s ongoing expansion into the cryptocurrency space and follows its recent efforts to build broader digital asset capabilities.
Under the application submitted on February 18, 2026, the national trust bank charter would authorise Morgan Stanley’s subsidiary to engage in a range of fiduciary and trust activities related to digital assets, including the secure safekeeping of client crypto holdings and the execution of purchases, sales, swaps, and transfers. In addition to custody, the filing notes that the trust could support crypto staking under a fiduciary framework, allowing institutional and high-net-worth clients to earn rewards on eligible assets while maintaining regulated oversight.
This move aligns with the investment bank’s broader digital asset strategy, which has accelerated in recent months with filings for spot Bitcoin and Solana ETFs and the creation of a dedicated digital asset leadership role. Morgan Stanley has also posted job listings aimed at expanding its internal digital asset teams, reflecting a long-term push to integrate crypto services into its wealth management and trading operations.
The OCC charter pathway that Morgan Stanley is pursuing has become increasingly utilised by both crypto-native firms and traditional financial institutions seeking federal oversight, as recent conditional approvals have been granted to entities including First National Digital Currency Bank, Ripple National Trust Bank, BitGo, Fidelity Digital Assets, and Paxos Trust Company. These approvals signal a regulatory willingness to bring digital asset custody and related services under standardised federal supervision, rather than relying solely on a patchwork of state licences.
If approved, Morgan Stanley’s trust bank would operate under the same federal regulatory regime as other national trust banks, positioning the institution to offer digital asset custody with enhanced compliance and risk-management infrastructure. The charter does not confer full deposit-taking status like a traditional commercial bank but focuses on fiduciary and custodial activities aimed at institutional and professional clients.
For investors and market participants, this filing underscores the growing integration of regulated banking infrastructure with digital asset services. The charter application reflects a shift among major financial institutions toward internalising key aspects of cryptocurrency custody and client support, which could reduce reliance on third-party providers and enhance institutional confidence in digital asset offerings. Sentiment around this development is positive, as it highlights continued institutional adoption and regulatory engagement that strengthens the legitimacy of crypto services within established financial frameworks.
