Stablecoin issuer says freezes followed cooperation with US authorities

Quick Summary
Tether says it helped freeze $550 million in Iran-linked USDT.
US authorities identified multiple frozen wallets as Iran-linked.
Tether said it helped authorities freeze approximately $550 million in USDT linked to Iran during 2026, highlighting the growing role of stablecoin issuers in sanctions enforcement and blockchain-based financial investigations. The announcement came as a U.S. Senate investigation examined the use of USDT by Iranian-linked cryptocurrency wallets and called for further scrutiny of potential sanctions violations.
According to Tether, more than $344 million in USDT was frozen in April across two addresses after information was provided by the U.S. Office of Foreign Assets Control (OFAC) and other law enforcement agencies. The addresses were subsequently identified by OFAC as connected to the Central Bank of Iran, with the sanctions designation also referencing the IRGC-Qods Force and Hizballah.
In July, Tether said it supported another action involving more than $130 million in USDT held across four wallets. The freeze followed the U.S. Treasury's expansion of sanctions targeting additional TRON addresses associated with the Central Bank of Iran. Together, the April and July actions account for approximately $550 million in Iran-linked USDT frozen during 2026.
The announcement came alongside a new investigation from the U.S. Senate Permanent Subcommittee on Investigations, which examined 846 cryptocurrency wallets that had been sanctioned or otherwise associated with Iran. The investigation found that 84% of those wallets had transacted exclusively or almost exclusively in USDT, according to reporting on the Senate findings. Senator Richard Blumenthal called for the Treasury and Justice Departments to investigate potential sanctions and other legal violations.
Tether disputed the characterization that USDT provides a safe haven for sanctioned actors. CEO Paolo Ardoino pointed to the company's cooperation with law enforcement and its ability to freeze assets when credible information is supplied by authorities. Tether said its broader cooperation has resulted in more than $4.9 billion in assets being frozen, including more than $2.4 billion connected to U.S. authorities.
The case demonstrates an important characteristic of centralized stablecoins. Unlike decentralized cryptocurrencies where control over individual assets generally depends on private keys, issuers such as Tether maintain the ability to restrict or freeze USDT associated with identified wallets. This capability allows stablecoin issuers to respond directly to sanctions designations and law enforcement requests, although the effectiveness and timing of such interventions remain subjects of regulatory and political scrutiny.
The Senate investigation also illustrates the competing perspectives surrounding USDT's role in international finance. Investigators argue that the stablecoin has been used extensively within Iranian financial networks to move funds despite sanctions. Tether, meanwhile, emphasizes that the same blockchain infrastructure allows authorities and the issuer to trace transactions and intervene when sanctioned addresses are identified.
For the wider crypto industry, the development reinforces the growing connection between stablecoins, sanctions compliance and financial regulation. Governments are increasingly examining blockchain transactions as part of enforcement efforts, while issuers are becoming more involved in freezing assets and responding to official requests. This could strengthen the regulatory integration of stablecoins with the traditional financial system, while also raising questions about issuer control and the degree of centralization embedded in major dollar-backed tokens.
