Quick Summary
UAE central bank registers first USD‑backed stablecoin, USDU
USDU backed 1:1 by US dollars in UAE‑based bank reserves
The United Arab Emirates has taken a major regulatory step in digital finance with the launch of USDU, the first US dollar–backed stablecoin formally registered by the Central Bank of the UAE (CBUAE) as a Foreign Payment Token under the nation’s Payment Token Services Regulation (PTSR). This registration, announced on January 29, 2026, marks a milestone in the country’s efforts to integrate digital assets into its regulated financial infrastructure and provides a compliant pathway for dollar‑denominated settlements of digital asset transactions.
Issued by Universal Digital International Limited, a firm regulated by the Financial Services Regulatory Authority (FSRA) of the Abu Dhabi Global Market (ADGM), USDU represents the UAE’s first stablecoin to achieve central bank registration under its framework. The PTSR creates a structure in which digital asset payments and derivative settlements can occur using either fiat currency or registered tokens, and USDU is currently the only stablecoin meeting these requirements in the UAE.
Reserves backing USDU are held on a 1:1 basis with US dollars in safeguarded, on‑shore accounts at major UAE banks, including Emirates NBD, Mashreq, and Mbank, with regular independent attestations conducted to verify reserve levels. This conservative structure aims to build institutional confidence by aligning reserve custody, governance, and disclosure with regulatory expectations.
The stablecoin operates as an ERC‑20 token on the Ethereum blockchain, and while its primary focus is on institutional and professional use cases, its approval under central bank regulations firmly positions it within the UAE’s compliance perimeter. Through partnerships, including distribution support from Aquanow regulated by Dubai’s Virtual Assets Regulatory Authority (VARA) USDU is positioned to integrate into settlement workflows across regulated venues in the region and potentially beyond.
This launch comes amid broader developments in the UAE’s digital finance landscape, including stablecoin and digital payment token licensing, and ongoing work toward a central bank digital currency (CBDC) and a stablecoin ecosystem supporting both dirham‑ and dollar‑denominated instruments. In regulatory terms, the PTSR requirement that only currency or registered tokens be used for digital asset payments underscores the UAE’s approach to risk control and compliance.
Market Context
For the broader market, the USDU launch represents a neutral to moderately positive policy development. It does not directly impact asset price dynamics but strengthens the regulatory foundation for regulated stablecoins within a major financial hub. Institutional and regulated entities now have a compliant USD‑denominated instrument available for settlement and reporting, reducing reliance on offshore stablecoins that lack central bank registration within the UAE. This could enhance institutional participation in digital asset markets with lower compliance uncertainty. However, the stablecoin’s scope remains primarily institutional and regulatory, and its impact on retail adoption and global stablecoin competition will depend on future ecosystem growth and interoperability with other markets.
